It's called a bodhran (pronounced BORE-an, or BEAU-ron, or BOUGH-ron depending on which part of Ireland you're in). It has an open frame and a goatskin head whose tension can be varied using the fingers of one hand. It is played with a two-headed stick called a tipper.
